Stakeholders Push Stronger Planning, Accountability at Lagos Procurement Clinic
The Lagos State Public Procurement Agency (LSPPA) has been commended for its sustained efforts in promoting transparency, professionalism, and value for money in public spending.
Speaking at the Procurement Planning Clinic organized by the Agency, a representative of the Lagos State House of Assembly noted that procurement remains the critical channel through which budgetary provisions are translated into tangible outcomes such as roads, schools, healthcare facilities, security infrastructure, and social interventions that directly impact citizens.
He explained that the House Committee on Procurement is mandated to provide oversight to ensure that public resources are utilized strictly in line with the law, approved budgets, and the principles of accountability and transparency. According to him, compliance with the Lagos State Public Procurement Law is a statutory obligation and not optional.
The lawmaker further stressed that effective procurement planning helps reduce the incidence of abandoned or poorly executed projects, while also strengthening legislative oversight through clearer procurement records and timelines.
He assured participants that the Legislature remains a committed partner in progress, supporting reforms that enhance efficiency, digitalization, local content development, and capacity building, while firmly exercising its oversight responsibilities where breaches occur.
In a separate address, the Head of Service, Mr. Bode Agoro, who was represented by the Permanent Secretary, Office of Internal Audit, Mrs. Mosurat Alaka, emphasized the importance of professionalism and discipline in procurement activities across all Ministries, Departments, and Agencies (MDAs).
Commending the LSPPA for organizing the clinic, the Head of Service noted that procurement planning is a critical discipline that demands foresight, coordination, and strict adherence to established rules. He warned that poor planning often leads to delays, waste, and inefficiencies, while sound planning promotes timely project execution, cost control, and value for money.
Accounting Officers, Directors, and Heads of Procurement Units were urged to ensure that procurement processes are handled by well-trained officers who uphold high ethical and professional standards.
The Office of the Head of Service reaffirmed its commitment to continuous capacity building, performance management, and institutional reforms aimed at strengthening competence and accountability within the procurement cadre.
Participants were encouraged to fully engage during the clinic by asking questions, sharing experiences, clarifying grey areas, and adopting best practices that would enhance project delivery across MDAs.
The Procurement Planning Clinic concluded with a collective call for integrity, diligence, and shared responsibility among all procurement stakeholders. Speakers agreed that when properly managed, procurement remains a powerful tool for development and a key driver of sustainable growth and public trust in Lagos State.
