Oyo Assembly Marks 2 Years of Legislative Impact

In a speech laced with gratitude, legislative milestones, and a call for continued service, Rt. Hon. Adero Ogundoyin, Speaker of the Oyo State House of Assembly and Chairman of the Conference of Speakers of State Legislatures of Nigeria, delivered a stirring address at the 2nd anniversary celebration of the 10th Assembly held in Ibadan on Friday.

Addressing a packed chamber that included Governor Seyi Makinde, lawmakers, government officials, civil society members, and media representatives, Speaker Ogundoyin described the past two years as a journey of “trials, triumphs, and testimony” and reaffirmed the Assembly’s unwavering commitment to democratic ideals, transparency, and people-centered governance.

“This celebration is not mine alone. It is shared with the 31 other honourable members seated in this hallowed chamber, with our hardworking staff, and with the citizens of Oyo State who entrusted us with the sacred responsibility of representation, lawmaking, and oversight,” he said.

Legislative Strides and Innovations

Highlighting the legislative accomplishments of the 10th Assembly, Ogundoyin revealed that 32 out of 34 bills introduced since inception have been passed, while the remaining two are currently at committee stage. These laws span critical sectors such as health, education, economy, infrastructure, security, and social welfare.

He also noted that the Assembly has processed 102 committee reports, moved 106 motions, and deliberated on 41 matters of urgent public importance. “We have adopted over 400 resolutions, further amplifying our responsiveness to governance challenges,” the Speaker said.

Among the Assembly’s standout initiatives is the establishment of the Post-Legislative Scrutiny (PLS) Unit, which positions Oyo as the first state in Nigeria to formally evaluate the implementation and impact of laws passed. According to Ogundoyin, this innovation ensures that legislation does not end on paper but translates to measurable benefits for citizens.

Strengthening Governance Through Capacity

The Speaker underscored the importance of continuous learning, pointing out that all lawmakers have undergone local and international training in areas such as appropriation oversight, constituency engagement, and legislative impact assessments. Similarly, staff members have benefitted from structured professional development to meet the complex demands of modern legislative administration.

Staff Welfare and Executive Collaboration

In a show of gratitude, Ogundoyin commended Governor Seyi Makinde for what he termed “visionary leadership and support,” citing improvements in staff welfare, prompt salary payments, outfit allowances, consistent promotions, and a 30% CONLESS implementation.

Notably, he announced the ongoing recruitment of 181 new Assembly staff, a move approved by the Governor to strengthen legislative manpower. “This recruitment process will be strictly merit-based, ensuring transparency, fairness, and equal opportunity for all qualified applicants,” he assured.

The Speaker praised the cordial relationship between the legislature and the executive, emphasizing that collaboration, not confrontation, has enabled the House to function efficiently and harmoniously.

A Pledge to the People

Speaking directly to the people of Oyo State, Ogundoyin reaffirmed the Assembly’s role as a servant of the people. “Your voices echo in our debates, your concerns guide our questions, and your aspirations form the blueprint of our laws,” he declared.

As he concluded, the Speaker quoted Nelson Mandela: “After climbing a great hill, one only finds that there are many more hills to climb.” He urged his colleagues to embrace the challenges of the next two years with renewed commitment and unity of purpose.

The event was attended by prominent figures in government, media, and civil society, and was marked by tributes, commendations, and a resounding call for legislative excellence.
