Oyo Assembly Moves to Regulate Billboard Erection Across the State

The Oyo State House of Assembly has called on the executive arm of government to strengthen enforcement of signage and advertisement laws to curb the indiscriminate erection of billboards across the state.

The motion, titled “Need to Regulate Erection and Placement of Billboards and Other Outdoor Advertisement Signboards Across Oyo State,” was sponsored by Hon. O. C. Rahman. He expressed concerns over the uncontrolled placement of billboards, which he said undermines the state’s investment in road infrastructure and poses environmental and safety risks to road users.

Hon. Rahman urged the executive to conduct a statewide evaluation of existing billboards to ensure compliance with approved safety standards. He also called for all billboard operators and advertisers to obtain approval from the Oyo State Signage and Advertisement Agency (OYSAA) before erecting any signage.

Supporting the motion, Hon. A. O. Babalola (Ibadan North East 1) raised concerns over the use of substandard materials in billboard construction, which he said poses a significant safety risk.

Similarly, Hon. B. O. Adeola (Iseyin/Itesiwaju) suggested that the House review the law establishing OYSAA to enhance its monitoring and oversight functions.

In his remarks, the Deputy Speaker, Hon. A. M. Fadeyi, decried the increasing proliferation of billboards across the state and emphasized the need for the House to collaborate with relevant agencies to tackle the issue.

Following deliberations, the Assembly resolved to engage OYSAA and the Advertising Practitioners Council of Nigeria (APCON) to ensure stricter enforcement of regulations governing billboard placement in Oyo State.
